'Prohibit non-energy-efficient home sales' - buy to let mortgages

It has been suggested that the sale and letting of non-energy-efficient properties should be stopped.
According to the Energy Saving Trust (EST), homes that fall into the F-G rating for energy efficiency - as shown on Energy Performance Certificates - should be prevented from going on either the rental or sales market.
If this rule was introduced, those with buy to let mortgages who own such homes would have to make certain changes to their properties in order for their businesses to continue.
A spokesperson for the EST said that the changes should be implemented in seven years' time.
"And we believe grants, financing packages and advice should make it possible for everyone who wants to act to do so in the next few years," she added.
Energy efficiency ratings have been included in the details of Energy Performance Certificates since October 2008.
