Scottish government 'failing' landlords - buy to let mortgages

The National Landlords Association (NLA) of Scotland has accused the Scottish government of failing those with buy to let mortgages over the introduction of energy performance certificates (EPCs).
It stated that ministers are not fulfilling their duties in making sure all landlords are aware of the changes in legislation.
The body expressed concerns that there will be "widespread confusion" among landlords and tenants if the government does not make a concerted effort to promote the introduction of the new rules on EPCs.
From January 4th, all Scottish buy to let investors must make an EPC available to potential tenants or face a fine of up to £5,000.
Jim Parker, the chairman of NLA Scotland, said that it was "disappointing" to see ministers failing to keep landlords informed.
"If the government does not act soon to promote the legislation, thousands of landlords could find themselves unknowingly breaking the law," he commented.
The legislation was introduced in England on October 1st.
